Wouldn't it be a good idea if you couldn't see the rating a piece has until you vote on it?

Maybe it's just me, but when a piece has gotten a 9s and 10's and then someone gives it a 3 or 4, I doubt they actually dislike it that much but just think 'Hmm, well it's rated 9.5, and I think it should be 7, so I'll give it a 3 and that'll average out to 7'.

I think thats right

I'd say that is a decent idea.  What other people have rated a piece shouldn't have a direct influence or any influence on what you think of it.

i agree, i think some people purposely come in at the last minute to sabotage a piece of artwork.

Yeah that aspect of the voting is unfortunate.  Whenever you can boil down a photo's worth to a single number you are going to get those drive-by voters.  The two policies I tend to follow are trying to get a bit of an impression of a photo before I glance down at a photo's rating.  Hard to do, but I can try, that way I am a bit less influenced by a photo's score.  The other thing I try to do is if I give a very low score, say under a 5, I try to back it up with a critique.  I try to explain why to me that photo rates lower.  Because telling someone their photos is a 3 or 4 really tells them nothing much at all.  The whole reason I put photos up here, is to gauge reactions, to learn and grow, and I do that best when I get actual feedback.  I always appreciate it when others leave me concrete feedback, even if I don't always agree with it.  And I try to give that in return.  I try to do this too when I rate a photo very high as well.  If there is something in particular done very very well, I like to point out what works for me.

I think most people on here do a very good job rating and critiquing photos, which is why I keep posting.  But there are always going to be a few bad apples.
